Gideon Wells was a key cabinet member under President Abraham Lincoln during the American Civil War (and during Reconstruction under President Johnson). Lincoln frequently referred to him as Father Neptune and praised his leadership in helping the Union win the Civil War. The book is inscribed to Gustavus Fox who served as Welles' Assistant Secretary of the Navy. Below the Welles signature is the signature and address of Gist Blair.

Blair's father was Montgomery Blair, Abraham Lincoln's Postmaster and the owner of the Blair House. The Blair House is located at 1651 Pennsylvania Avenue Washington DC, across from the White House. The Blair House's current configuration over 70,000 square feet. It has served as a Guest House for the White House and a temporary home for US Presidents.
