Dr Elbert Rowland was a Wabash County pioneer physician, and served as Surgeon with the 127th New York Volunteers, postwar he was active in GAR affairs and Mayor of Noble, Indiana. An original Civil War Pass issued for Dr Rowland to pass to Washington and return, Jan 30, 1863, issued at HQ 3d Brigade, approved by General John J Abercrombie & ink signed by Colonel Robert Hughston as brigade commander. 1p approx 5" x 4" printed on gray paper.
