The 2nd was Capt Charles W Dey, 3rd NY Cav and Capt 1st US Colored Cav. It does look like the book is signed and inscribed with CW Dey.
The other inscription in the book is a name that looks like H Hayes to me, not John Mayes, but I could be wrong. The packet of info details both officers exploits during the war. It was written by Edward Wall, Professor Stevens Institute of Tech, whom may have been the 3rd NY Cav Chaplain.Entitled Raids in Southeastern Virginia. Cover well worn and soiled as shown, cover wrap detached from book block, mildew damaged, warped, soiled and just plain beat up. Some soiling, notably in inscription page, 1 fold out separated as shown on a fold.
