The Provost Marshal and President of the Board of Enrollment (19th District State of New York) issued this "Certificate of Non Liability" to DeMott E. This document is signed by the Provost Marshal/President of Board of Enrollment, a member of the Board of Enrollment and the Surgeon of Board of Enrollment.

This was signed on September 1st, 1863. In 1869-70 business directory of Chenango County, NY, DeMott E. Pope was listed as a farmer in South Edmeston, NY. Rare Civil War certificate of non-liability pass to DeMott E. Pope to avoid service in the Union Army. Pope has paid another young man to fight in his place and in turn has a substitute to take up arms. This practice was not widely common but did occur for those who were from wealthy families who could afford to hire a substitute for battle. This document was carried by Pope nearly everywhere he traveled and most certainly it had to be shown on multiple occasions to military and public officials. A lot of these documents were destroyed after the war to mask the shame and embarrassment of not serving. The size is 8 x 10 1/4 inches with natural folds. This item was in a frame mount and shrink wrapped. I received this from my late father and prior to listing I opened the shrink wrap to insure the condition of the certificate.
